This publication falls under the 'Research Reports' Series of the Institute. The purpose of the Series is to bring to the public domain, the findings and recommendations of the Institute's research work, both commissioned studies, and of those belonging to the core research of the ISED. Emerging out of a ILO-ISED joint initiative on return migrants in India, with focus on the State of Kerala, this Report is based on a detailed study on the Kerala experience, and of a follow-up 'International Conference on Return Migrants', organized jointly by the ISED and the International Labour Organization(ILO). Overview The most striking component of globalization ,is the international movement of human resources. It is the latest single socio-economic phenomenon of Kerala, since early 1990s. Though the migrants return home with savings and skills, they are not being fully partnered in the process of job creation and enterprise development in the State. It is recognized that enterprise development, with the active participation of non-resident Keralites(NRKs), will be possible if the NRKs would be provided with adequate financial support and business development services(BDS). This, inter alia, calls for, developing demand-based educational and training models to improve their entrepreneurial and technical skills and to guide them properly into enterprise creation and employment generation activities. Meaningful research that specifically address to the task of job creation and enterprise development need to be augmented. Enquiries into the constraints and opportunities relating to development of demand-driven business services, should get immediate attention. A key suggestion relates to the setting up of a consultative body, comprising of representatives of the financial institutions, educational institutions and the NRKs, be set up.
