This publication falls under the 'Research Reports' Series of the Institute. The purpose of the Series is to bring to the public domain, the findings and recommendations of the Institute's research work, both commissioned studies, and of those belonging to the core research of the ISED. This report is based on an international research programme initiated jointly by the USAD and ISED. The experience of globalization over the past one decade has unleashed new developmental challenges. The logic of functioning of the global space necessitates a restructuring of economic activities and their associated policies at the local level. While. the diagnosis is universal, prognostic exercises should be meticulous on the local reality. Specific sectors and sub-sectors offering additional incomes and employment need to be identified and strategies that are consistent with the global and local economic scene should be developed. The 'Programme on Globalization and SMEs(PROG-SME)' at the Institute of Small Enterprises and Development is such an initiative. Started in 2003, this Programme has had several components which directly or indirectly address the issues discussed above. The study being reported here should be understood as part of the PROG-SME. This publication is based on a larger project initiated by the Institute on behalf of the South Asia Regional Initiative on Renewable Energy(SARI) at the USAID. Its focus was on identifying the entrepreneurial potential of renewable energy, a sub-sector, which was not hitherto caught adequate attention by policy makers. Following the above research project, an Asian Workshop was held at Colombo, where the findings of the study were deliberated. The deliberations of the Workshop, besides enriching the draft report, have immensely contributed to guidelines on concrete initiatives at the policy and action levels. The report brings out the enormous latent potential of renewable energy as an entrepreneurship opportunity in India.
