A total review of the database management system needs to be undertaken, with particular emphasis on the its utility for current ‘management decision’ of the various stakeholders, providing for utmost openness and timeliness. Keeping critical, non-classified, data under cover is not conducive to democratic policy development which the government has already commenced in a big way. Development of a clear cut data policy needs to be thoroughly debated in the Indian context."
