The focal theme of this Report is the emerging trend towards slowdown in the global economy, and its implications for India. While economists generally argue for "pump- priming" as the dominant strategy for anti-cyclical action, the specific issues and requirements of SMEs often take a back seat. Such issues vary from country to country and according to the particular subsectors. This Report brings the structural problems of SMEs into the center- stage of analysis and policy. On the basis of detailed studies in the case of eight representative subsectors, MSMER 2019 argues for a 'Tortoise and Hare' strategy. This strategic approach involves, a discretionary policy support for the highly innovative firms, on the one hand, and the large army of tiny and small enterprises on the other. The philosophy of the Report is grounded on preserving the entrepreneurial diversity and legacy of India, by upholding entrepreneurship as a critical social resource to be preserved and nurtured.
