A pragmatic approach that takes care of the needs of “India” and “Bharat” would require a “Tortoise and Hare strategy” that accommodates both the leaders and the laggards. Such a strategy need to take care of both the strengths and weaknesses of the various subsectors having distinct technology levels and cultural practices.
