This publication falls under the 'Research Reports' Series of the Institute. The purpose of the Series is to bring to the public domain, the findings and recommendations of the Institute's research work, both commissioned studies, and of those belonging to the core research of the ISED. Emerging out of a ISED-Planning Commission joint initiative on the 'Voluntary Sector in India', with focus on the agencies focusing on enterprise development initiatives, this Report is based on a detailed national study. The Eleventh Five Year Plan came out with a realistic understanding of the role of the 'other than-governmental' actors, enveloped under the rubric, "voluntary sector". A National Policy for the Voluntary Sector(NPVS) came out in July 2007. The Policy is path-breaking in terms of its attempts to define the voluntary sector, and of its significant scope and coverage in a context of developmental planning in the country. The Policy, to be operational, required discrete understanding of the specific issues. against this background, this study identifies non-state actors(NSAs) having specialized interest and involvement in enterprise development and livelihoods as crucial in an 'inclusive growth' agenda, envisioned by the Planning Commission. It draws upon the concerns and priorities relating to the voluntary sector under the Eleventh Five Year Plan, as outlined by the National Policy on Voluntary Sector. For the requirements of the study, an NSA is defined as an organization that is privately constituted, administered and controlled, and is operating in one or more of the functional areas of enterprise development. This study typologies NSAs into three: a)internationals; b)national; and c)regional and local.
