"In most debates on ‘gender and enterprise’, the major emphasis is on preferential treatment of policy, finance, and training opportunities, as the key drivers of equalizing opportunities for women entrepreneurs. However, several studies on enterprise development in general, and SME development in specific, have brought to the fore the crucial role of knowledge inputs in enterprise development. While in the present knowledge- driven economy, such inputs are crucial, gender brings in an added dimension as well. Knowledge has emerged as one of the most important development resources, and it is perceived that full utilization of knowledge can dramatically accelerate India’s development. There is a growing gap between knowledge generation and knowledge application in India. While there are a range of strategies to close this gap and accelerate progress, such strategies need to be examined. India has many public programmes meant for the development of its micro, small and medium enterprises (MSMEs). They mostly relate to functional areas such as, marketing, technology, and entrepreneurship. However, an integrated understanding of ‘real services’, as also a mechanism for their effective delivery are areas that deserve immediate attention. The findings of many evaluation studies indicate this critical gap. The primary task of a new policy approach should be to pitch this gap. While rapid technology and organisational changes take place, the very survival of SMEs would depend upon, not simply access to such technologies and organisational changes, but more importantly, how the changes are delivered. Developing a new horizon on business development services (BDS) is important to take the country’s MSME sector to the next level. The focus of this paper is on two major areas: a) organisational strategies; and b) BDS products. This publication falls under the 'Research Reports' Series of the Institute. The purpose of the Series is to bring to the public domain, the findings and recommendations of the Institute's research work, both commissioned studies, and of those belonging to the core research of the ISED. Emerging out of a ILO-ISED joint initiative on return migrants in India, with focus on the State of Kerala, this Report is based on a detailed study on the Kerala experience, and of a follow-up 'International Conference on Return Migrants', organized jointly by the ISED and the International Labour Organization(ILO). Overview The most striking component of globalization ,is the international movement of human resources. It is the latest single socio-economic phenomenon of Kerala, since early 1990s. Though the migrants return home with savings and skills, they are not being fully partnered in the process of job creation and enterprise development in the State. It is recognized that enterprise development, with the active participation of non-resident Keralites(NRKs), will be possible if the NRKs would be provided with adequate financial support and business development services(BDS). This, inter alia, calls for, developing demand-based educational and training models to improve their entrepreneurial and technical skills and to guide them properly into enterprise creation and employment generation activities. Meaningful research that specifically address to the task of job creation and enterprise development need to be augmented. Enquiries into the constraints and opportunities relating to development of demand-driven business services, should get immediate attention. A key suggestion relates to the setting up of a consultative body, comprising of representatives of the financial institutions, educational institutions and the NRKs, be set up. More |
