Located close to the eastern artery road NH-47, which borders the twin city, the Institute is home of a calm and quite atmosphere congenial for intellectual pursuits. On the ISED Road, off the NH-47, the Institute can be reached easily. The Institute is housed at its small campus, ISED House, located in ISED Enclave, on the ISED Road, off the National Highway 47.The campus also houses two of its sister institutions, viz., the International Network on SMEs in Local Economic Development-India (INSLED-India).

While it is important that many such institutions have to reinvent themselves, there is a general lethargy in governance, that often is not conducive to such changes. The emerging scene indicates both the imperative and opportunity for MSMEs to play a significant role in the Indian economy. However, realization of this opportunity demands a strong political will and a concrete policy approach. As the recent experience in India shows, there are three critical constraints that have adversely affected MSME growth from the supply side: 1) confidence crisis; 2) public policy inertia; and 3) a policy holiday. Such critical constraints, and their adverse effects on flow of finance to the sector, necessities a fresh developmental approach. The need arises in relation to both, relevant entrepreneurship and a corresponding situation of relevant flow of finance. Both need to be inclusive in nature. In India, there has been significant debates on governance issues . There is some obvious rationale for arguing for ’ good governance’, with respect to its two aspects: 1) government-MSME relation; and 2) governance practice within MSMEs and their clusters. They need to be separately treated in a transitional phase. Otherwise, liberalization and the progressive withdrawal of government roles will lead to a collapse of the achievements of the past. Against the background of the rapid changes in the global economy, to which India and Gujarat are getting increasingly integrated, the challenges to SME competitiveness have gone up. However, a prerequisite for enhanced competitiveness, is an environment of competition itself. The legal and institutional framework prevailing in the Country and in Gujarat are decisive in providing these preconditions. One laudable achievement of Gujarat is its integrated approach to investment promotion as a key to rapid growth. It requires greater efforts towards developing and branding of clusters , rewarding innovative entrepreneurs , and development of infrastructure, especially , ports, airports, logistic services and industrial estates .Moreover, the state need to strengthen its economic infrastructure, such as, quality testing facilities, incubators, enabling firms conversant with IPR and export procedures/regulations, entrepreneurship development, and design technology. Such an integrated approach helps the State to go beyond the constraints of narrow departmentalism, a malaise faced by many other States of the Country. Gujarat’s MSME growth, even while appreciating the focused efforts of the Government, is more of a spillover of overall growth. This study covers the business- demographic and functional space of Tamil Nadu, in relation to the MSME policies at the national and State levels. The discussion of this Report, covered under eleven chapters, is drawn upon the resource base of the ISED Small Enterprise Observatory, derivations from selective secondary sources of data , and the findings of Focus Group discussions, and thematic primary research. The analytical approach of the study is founded on the specific position of Tamil Nadu in the MSME map of India, as per the ISED MSME Visibility Index, Tamil Nadu is included in the category of focus states. The focal theme of this Report is the emerging trend towards slowdown in the global economy, and its implications for India. While economists generally argue for "pump- priming" as the dominant strategy for anti-cyclical action, the specific issues and requirements of SMEs often take a back seat. Such issues vary from country to country and according to the particular subsectors. This Report brings the structural problems of SMEs into the center- stage of analysis and policy. On the basis of detailed studies in the case of eight representative subsectors, MSMER 2019 argues for a 'Tortoise and Hare' strategy. This strategic approach involves, a discretionary policy support for the highly innovative firms, on the one hand, and the large army of tiny and small enterprises on the other. Industrial policy, in India, has traditionally been understood in terms of its twin objectives, i.e., employment promotion and balanced regional development. These two objectives are mutually reinforcing. It is important that, while public policy is implemented in terms of programs, a balance between the two need to be ensured. During the Liberalization era, this traditional objective has undergone major changes, as ‘collective efficiency’ became a central part of development policy. Today, while the State governments compete each other on investment promotion strategies, it is natural that ‘regional development’ strategies are traded off against ‘collective efficiency’ strategies. The current economic slowdown in India need to be understood in relation to a sequence of issues during the previous years. Undoubtedly, there is need for a complex exercise in maintaining business confidence. The logic and historical experience of economic slowdown visualizes a gap in the confidence levels between the MSMEs and the corporate sector. This gap, conceptually, cancels out during an adjustment period, thereby saving the economy from a major crisis. While this logic has not worked very well recently due to some specific factors, there is need for a correction mechanism. The role of private sector in the Indian economy is, undoubtedly, crucial. The Union Budget 2019 has come up with several proposals for providing relief to this sector. But this is not enough to ease the so- called ‘millennium dualism’. Of late, a third paradigm of ‘co-creation’ on the domain of production visualizes and treats human resources vertically, i.e., 1) autonomous labour; and 2) cooperating labour. The policy architecture and development strategies on SMEs, in any economy, is dependent on the dominant development perception and thinking on it. These perceptions, in a democracy, emerge from the competing interests that drive government and governance. The SME role in the economy is increasingly perceived to be diversified. However, the supply chain role of SMEs is a badly neglected area of research. This owes to the predominant paradigm of stand –alone role of these enterprises, with a conservative approach to do domestic/local markets and limited growth. The emerging environment, however, demands enhanced outward orientation, and subcontracting relationships that necessitates a greater understanding of value chain role and capabilities. This necessitates a reorientation of entrepreneurship development interventions well. This study looks into how the value chain role of SMEs evolved and came into the limelight. It also examines how important it is in the latest thinking on SME policy and strategy. Gglobally, two different approaches to SME development have evolved over time. Individual approach and total systems approach. While both approaches have their rationale and imperatives, the latter approach is gaining prominence in the recent past. The value chain approach offers the best connect and alternative. The global SME trends, as in 2025, are marked by a poly crisis. Both at production front and relating to the world of work, there are important questions relating to sustainability. On the production front, the technology problem stands out. Most SMEs are on a catching up stage relating to technology. Since most them are not outward orientated, the perception on digitisation also is limited. Though the growing trend towards ‘solopreneurship’ indicate greater technology absorption, the potential of such enterprises in the long run, is limited because of the growth constraints and limited linkages. Economic policy and governance are difficult subjects, and more difficult, when it deals with MSMEs. The analysis and understanding of MSMEs involves two key paradigms: ie, total systems approach, and stand-alone approach. The total systems approach tries to understand SMEs not only in terms of their internal dynamics, but in terms of their external relationships as well. Since the subsector is the immediate context of such relationship, it is important and useful have such an analytical approach. In economics, a subsector refers to a smaller, more specific area of economic activity within a larger sector. It’s like a section within a section, providing a more detailed classification of economic activity. Since subsector means part of a whole, it is important to understand the part, and its external linkages. Such external linkages are called value chains. What is the broad picture of MSME value chain focus in the country? Which are the subsectors where such value chain focus is significant? What is their growth experience? What are the prevailing policy thrusts? What are the suggestions for the way forward? This chapter, while trying to offer some meaningful answers to these key questions, looks into some of the major subsectors with a significant supply chain, and therefore, value chain content, from the angle of their recent development experience and strategic imperatives.
